What exactly was The Nation trying to do?

This was on the front page of The Nation today (September 21).

I sometimes wonder how the editorial team at The Nation makes decisions to do things like this. I mean, what is that picture supposed to be? She looks like a witch. Saksith was the first to bring the pic to everyone's attention:

There's no context, no relation to a story, not even a caption – it's a cheap, poor piss-take typical for The Nation!

Newley also blogged about it. And I thought I'd throw my 2 cents in, but the more I look at the picture, the more baffled I become.

At the end of the day it's not the end of the world, but I would certainly not want that on the front cover of my newspaper.
